PHLEGM v9 r61 - ActRaiser SNES 32/64-bit performance diagnostics

Observations from r60 source inspection
======================================
* SNES-NTSC is configured for 60.0988 Hz, 3,579,545 CPU Hz, 5,369,318 PPU Hz,
  and 1,024,000 S-SMP Hz. r60 did not request an optimizing compiler backend.
* fbc defaults to -O 0. On 32-bit it can default to the GAS backend rather
  than GCC; adding -O 2 without -gen gcc would not enable GCC optimization.
* Frame Skip counts emulated video edges deliberately NOT rendered, e.g.
  Unlimited mode presentation coalescing. Under real-time CPU saturation,
  machine time advances slowly, so FS 0 is legitimate even at 7-20 FPS.
* The r60 profile samples 1/256 CPU instructions; ordinary display rendering
  is outside its sampled execution times.

r61 changes
===========
* Adds manifest-driven FreeBASIC optimizer (-gen gcc -O 2) for BOTH 32-bit
  and 64-bit main application and all five compiled libraries. The compile
  log records the chosen optimizer. For a baseline rebuild, set
  tools/Install-and-Compile.json freeBasic.optimizationLevel to 0. This
  restores the pre-r61 command-line mode without changing any runtime code.
* Adds independent RT emulation throughput (%) to existing FPS/FS overlay.
  RT is emulated CPU seconds / elapsed wall seconds * 100. FS is unchanged.
  Example: FPS 20, FS 0, RT 33.3% means CPU-bound, not lost GUI frames.
* Keeps a 512px-wide diagnostic GPU overlay and uses a second 32px line;
  the native video image, GPU scaling and machine refresh rate are untouched.
* COREDUMP PROFILE REPORT now includes emulated-seconds and real-time percent
  beside instruction/decode/microcode/clock sampling.
* No firmware, ROM, cartridge timing, opcode definition, support-chip clock
  or microcode semantics have been altered.

Suggested verification matrix
=============================
1. Build 32-bit and 64-bit, OpenGL and D3D11 (four binaries), first with O2.
2. Start SNES-NTSC with ActRaiser on each. Observe FPS, FS, RT after 15 seconds.
3. Run COREDUMP PROFILE ON, then after ~15 seconds COREDUMP PROFILE REPORT.
4. Compare with the same tests after setting optimizationLevel=0. Keep ROM,
   window size, host, clock speed and audio setting identical.
5. Confirm SNES VBLANK/NMI, Mode 7, SPC700 port/audio timer operation, and
   physical render size. Report any optimizer-only discrepancies immediately.

Validation status
=================
Static structural/manifest checks can run in this environment. Native FreeBASIC
and Windows SDL backends are not available here; no compile, ActRaiser ROM run,
or FPS speedup claim is made. New compiler flags could expose an unsupported
GCC backend on older installed FreeBASIC distributions; revert optimization
level to 0 in that case and send the compiler log.
